Dear Daily Commercial News (DCN) readers and advertisers,
I wanted to personally announce the launch of online submission for Certificates of Substantial Performance (CSPs) and other legal notices in the DCN, the first of several of our digital initiatives to enhance the CSP experience and help advertisers meet statutory obligations under the Ontario Construction Act faster.
Prompt payment has become a growing priority in the Ontario construction industry, most recently evidenced by the new amendments to the Construction Act taking effect today (Oct. 1, 2019). We know that CSP advertisers are often up against the clock to publish their certificates and notices under the Act. As a trusted publisher of certificates and notices, it was important for us to help our advertisers in any way we can to fulfill their legal obligations and complete their paperwork faster. With the DCN’s new online submission feature, the time-to-publication is reduced from three business days via traditional email and fax methods to two days, meaning that all parties in the payment chain can have their holdbacks released a day sooner and save on interest or opportunity cost of funds through better cash flow.
In addition to online submission, advertisers who publish CSPs in the DCN will now receive their Proof of Publication by email immediately upon publishing instead of having to wait for a mailed copy. DCN readers will soon be able to register to receive a free daily email digest of all certificates and notices published, providing quick access to the most up-to-date list each weekday morning, on any device.
For several decades the DCN has been Ontario’s authoritative source of CSPs and other legal notices. We feel a responsibility to evolve our reliable service as the industry also evolves. We look forward to leveraging these new digital capabilities as we continue to reach more people than ever before through different channels and increased frequency — ultimately giving them a best-in-industry content experience.
